Community Action in Aroostook, Washington and Hancock Counties’ mission is to “lead or collaborate to provide services that support, empower, and improve lives”.

We are a community-rooted nonprofit serving Northern and Downeast Maine, among the most rural and economically under-resourced regions in Maine comprising 35% of the state’s landmass. As a designated Community Action Agency and a Silver Tier Nationally Certified CAP (NCAP) organization, ACAP upholds nationally recognized standards of excellence in governance, community engagement, equity-centered service delivery, and continuous quality improvement. Our mission is to reduce the systemic barriers that limit family well-being and to advance health equity across generations.

CAAWHC delivers a comprehensive range of integrated services—including early childhood education and Head Start, childcare supports, family and workforce development, housing and homelessness prevention, elder care and energy and weatherization assistance—all of which play critical roles in improving health, stability, and opportunity. These services collectively address the social determinants of health for families experiencing poverty, housing instability, unemployment, rural isolation, disability, or systemic discrimination. Taking a holistic approach to service delivery through a coaching model, CAAWHC supports families and individuals to reach goals that will support them to become stable.

CAAWHC engages the community continuously through listening sessions, parent committees, youth engagement, participant surveys, and partnerships with local organizations. These relationships provide ongoing insight into emerging needs such as gaps in childcare availability, transportation challenges, rising housing insecurity, and barriers to behavioral health services. Community voice directly shapes CAAWHC’s service delivery and drives improvements across programs.
